Singapore HDB flat for rent – The Sale of Balance Flats (SBF) exercise replaces the balloting exercise, quarterly sales and half-yearly sales. It offers flat buyers a wide range of flats in terms of location, flat type and price to suit the different needs, preferences and budget of home buyers.

The flats consist of:

  • Balance flats from earlier Build-To-Order (BTO) exercises;
  • Surplus Selective En-bloc Redevelopment Scheme (SERS) replacement flats;
  • Repurchased flats.

Procedure:

  • The Sale of Balance Flats will be launched as and when HDB has accumulated sufficient flats for sale.
  • Interested flat buyers can submit their applications within the given period.
  • Balloting is done through the computer to shortlist applicants to book flats.
  • Balloting system is allocated on a 95:5 ratio (first-timer: second-timer)
  • Applicants who fail to book a flat after 2 times short listed will be debarred for 1 year or pay a penalty of $1,000.
  • If an applicant has placed a booking but fails to sign the Agreement for Lease, his/her booking fee is forfeited with no debarment.
  • If an applicant does not take procession after signing the Agreement, he/she will be penalized by a sum that is 3 times the booking fee. Singapore HDB flat for rent
