Revision of Development Charge Rates – Singapore property for sale
The Ministry of National Development has revised the development charge (DC) rates for the period from 1 September 2013 to 28 February 2014. The review is carried out on a half-yearly basis, in consultation with the Chief Valuer. Singapore property for sale.
The DC rates for Use Group A (Commercial), Use Group C (Hotel/Hospital), and the remaining four use groups, Groups E – H, have not changed for all sectors.
The DC rates for Group B1 {Residential (landed)} have increased by an average of 7%, with increases ranging from 5% to 13% in 76 sectors and no change in DC rates for the remaining 42 sectors. The largest increase in Group B1 rate of 13% applies to 13 geographical sectors, including:
• Sectors 92-93 (Guillemard Road/Tanjong Katong Road/Haig Road/Changi Road/Joo Chiat/Telok Kurau area),
• Sectors 95-97 (Marine Parade/Siglap/Upper East Coast Road/Bedok South/Bedok Road area),
• Sectors 46 & 48 (Devonshire Road/Killiney Road/River Valley Road/Mohd Sulatan Road/Martin Road/off Kim Seng Road/Hoot Kiam Road area), and
• Sector 71 (Tanglin Road/Jervois Road/Nathan Road/Grange Road/Hoot Kiam Road/Zion Road area).
For Use Group B2 {Residential (non-landed)}, the DC rates have increased by an average of 5%, with increases ranging from 5% to 28% in 53 out of 118 sectors. There is no change to the DC rates for the remaining 65 sectors. The largest increase of 28% is in Sector 74 (Kim Tian Road/Tiong Bahru Road/Bukit Ho Swee Link/Zion Road/Outram Road/CTE/Jalan Bukit Merah area). Singapore property for sale.
The DC rates for Group D (Industrial/Warehousing Use) have an average increase of 15%, with the largest increase of 29% in the following sectors:
• Sector 115 (Woodlands/Senoko/Sembawang/Yishun area),
• Sector 107 (Upper Thomson Road/Sin Ming Industrial Estate/Sindo Industrial Estate),
• Sectors 73-75 (Kim Tian Road/Tiong Bharu Road/Jalan Bukit Ho Swee/Lower Delta Road/Delta Road/Alexandra Canal/Kim Seng Road/Outram Road/Eu Tong Sen Street/Jalan Bukit Merah), and
• Sectors 77-88 (Keppel Road/AYE/Jalan Bukit Merah/Henderson Road/Telok Blangah Road/Alexandra Road/Leng Kee Road area).
The Use Groups Table and the number or boundaries of the 118 geographical sectors remain unchanged. Singapore property for sale.
The revised DC rates, to be read in conjunction with the Use Group Table and the set of Geographical Sector maps, will be effective from 1 September 2013. The new rates will apply to cases which are granted Provisional Permission (PP) or 2nd and subsequent extension to the PP on or after the effective date. Singapore property for sale.
If there is any disagreement over the DC payable for any development proposal, calculated based on the rates under the respective Use Groups, developers and owners can opt for a case-by-case valuation by the Chief Valuer, as provided for in the Planning Act.
