Appeal with the Appeals Board – Apartment for rent in Singapore
Apartment for rent in Singapore. Alternatively, or if you are dissatisfied with the reconsidered decision, you may lodge an appeal with the Appeals Board. The Appeals Board is independent of CEA. The appeal procedure is as follows:
Step 1: Lodging Notice of Appeal
- Appellants need to:
- submit 6 copies of the completed Notice of Appeal (download from CEA website) within 14 days after notification of decision &
- pay non-refundable fee of $1,000 [by cheque made payable to the “Appeals Board (Estate Agents)“].
- Appeal fee is to defray cost in evaluating appeals (e.g. cost to conduct hearings). Appeals Board may award cost to appellant if deemed appropriate.
Step 2: Submission of Petition of Appeal
- Within 21 days of lodging Notice of Appeal, appellants need to submit 6 copies of the following:
(a) completed Petition of Appeal (download from CEA website)
(b) written decision of CEA
(c) all documents supporting grounds of appeal
(d) any documents supporting arguments of fact or law

- KEOs to consolidate appeals and deposit all documents (including appeal fee) in drop-off box at:

8am -6pm (Mon-Thurs)
8am -5.30pm (Fri)
1pm –2pm (Lunch)
STEP 3: Response & Answer
- Thereafter, Secretary of Appeals Board will forward Petition of Appeal and relevant documents to CEA
- CEA will file response, which will be forwarded to appellant
- Upon receiving response, appellant needs to file 6 copies of answer to Secretary within 21 days
Step 4: Appeals Process
a) Pre-Hearing Conference
- The Appeals Board may direct parties to attend a pre-hearing conference to issue directions in relation to the appeal.
- The Secretary will notify parties involved of any pre-hearing conference.
b) Appeals Hearing
- Relevant parties will be notified of the appeals hearing date.
- If you fail to appear at the hearing, the Appeals Board committee may treat the appeal as withdrawn.
- The decision of the Appeals Board is final.
