HDB flats are meant for residential purpose. The only exception is the HDB Home Office (HO) Scheme. All other purposes such as place of worship, etc. are not allowed. HDB flats owners, approved tenants, authorised occupiers and subtenants, who are 18 years and above, are eligible to apply for the HDB flats to be use as a home office and for business registration under the Home Office (HO) Scheme. The business has to be registered with the Accounting & Corporate Regulatory Authority (ACRA) unless it is exempted from registration under the Business Registration Act. Other guidelines under Home Office (HO) scheme
The flat must continue to be used as a place of residence and cannot be used as a home office or registered address for a society. The business must not generate noise, smoke, odour, chemical/ liquid waste or dust that could cause a nuisance to others. The business activities must not be illegal or unlawful (e.g. gambling). There must be no solicitation of business that may cause annoyance to the residents or public such as for distribution of brochures/flyers or door-to-door visits/sales. There must be no display of advertisements or posters signage. The business activities must not adversely affect the character, ambience and environment of the residential estate. The applicant must take all necessary safety precautions and ensure that the business activities do not pose any danger to human lives, nor damage to the property. Consumption of electricity and structural load must not exceed the normal residential load. Storage and use of dangerous chemicals and hazardous substances are strictly not allowed. The Home Office Scheme allows a maximum of 2 non-residents.
